Public Nebula SDK contract for workspaces.list.

Opaque keyset cursor. Pass back the next_cursor from the previous response; cursors are signed and cannot be constructed. A cursor is bound to the operation and path that issued it and expires 15 minutes after issue; using it elsewhere or later returns invalid_request. Changing limit between pages is safe.
